The torch bearer in US politics is the US president. Each president makes both domestic and foreign policies based on the powers of the executive office. A president has veto power as one tool. A president can enact certain types of agreements and not call them treaties. Only when the opposing party has overwhelming majorities in both houses of the US Congress can presidential polices actually be truly challenged.
He called it the New deal.

No he did not fail. Historians rank Theodore Roosevelt as one of the most effective presidents. He was not perfect, but I do not think any knowledgeable person was call him a failure as president.
President Roosevelt called the enemies of the Allies the same thing all the allies called them, The Axis Forces.
The Constotution should be the government's policy but Pres.Obama ( or should I even call him president) is the one of the factors that effects the policy of the government.
President Franklin D. Roosevelt called for courageous action, treating the Depression as a national emergency like war, and reorganizing the use of national resources.
Health reform was an issue raised by Theodore Roosevelt's call for national health insurance, in his bid in the election of 1912
