Hi, I've also been researching that question but might be too late now. The answer lies within how ethnic groups have adapted to environments they come from, and how much UV they've been getting from the sun. For an example. the intake of UV rays in Peru, Liberia, and Southern India is much more higher than the UV ray intake in France, the Netherlands, etc.

Skin ton has been balanced to regulate ultraviolet radiation on vitamin D and folate.

Africans (Americans [not all "Northern cities can be identified as American]) usually have much darker skin can synthesize vitamin D all year long, and do not need to maximize UV absorption. Instead the skin has evolved to a darker tone to protect against the destruction of folate from UV rays.

Anyone with darker skin, in an area that is less sufficient in UV rays will be more prone to several health problems including:

anemia which comes from a deficit in folate.

Another disadvantage of dark skin in a higher latitude because melanin provides too much shielding against UV rays, thus not absorbing enough, and lower production of vitamin D.

This can result in rickets disease and osteoporosis.

To combat such health problems can be a higher intake of foods with vitamin D, such as Inuits (who live in high latitudes yet sport a darker-tan skin tone) who eat a lot of fish and blubber full of vitamin D.
