This is because if you level to level 60 then you will need to level to level 70 (Burning Crusade Expansion) if you want to continue leveling. Then you will need to level to level 80 (Wrath of the Lich King) and then finally level 85 (Cataclysm). You do not have to level to 85 but most people who buy the expansion do.

You can get a Trial version of WoW, which will allow you to play the revamped "old world" just as it is during Cataclysm. However, you will not be able to level very far or reach any of the content for which you need the expansion packs.
To play WoW Cataclysm it is recommended to have a NVIDIA GeForce FX or ATI Radeon 9500 video card or better. If you were to buy a $40 or more graphics card now you should be fine. That doesn't mean it will run with full graphics just that it will work decently.
