EASIEST way is to walk up to it, it will kill itself
but a BETTER way is with a bow and arrow, so you kill it from afar before it has a chance to blow up, so its explosion wont cause land or personal damage, and so you can take its unused gunpowder, yay!

You need to get an enchanted diamond sword and enchanted diamond armor and deal with it. :P
Now Getting a wither skeleton's head is pritty rare because this is like trying to find emeralds, becasue you may have to kill a lot of wither's before they drops a Wither Head, now i have watched a video where it took someone 150 kills to get 3 wither heads
simply kill wither skeltons that can be found in nether fortresses. there is a 0.8 percent chance that they will drop a wither head, however with a looting enchant this will be boosted up to a 2.5 percent chance.
Wither Boss
first you will need to got to the nether to collect soul sand. You will have to place 4 soul sand like a letter T. Then you need a few charged creepers to blow up 3 wither skeletons then lace the 3 wither skeleton skulls on top of each soul sand block. Shoot down the wither with a bow or a cross bow wither strong enchantments. When the wither go es to maling mode which is half way, use your netherite sword to kill the wither boss. Once the wither boss dies, he will drop a nether star.
