first go to the los Santos airport and hop in a shamal. then before u get in activate the speed up time cheat code.later drive the plane carefully for 25 minutes and on the right hand side u will get a scree saying to fly for some more time to get the pilot license.

then when u get the pilot license u can have access to any air port and drive any plane
