How do you get devil jin on tekken 3?

He's not playable in the Arcade or the PS2 version of Tekken 5 (But he is playable by a cheat disc where you can play as any character with his model of Jinpachi)

But he is playable in the PS3 version of Tekken 5: Dark Resurrection.
You can't, the last character you can get is Devil Jin.

To get Devil Jin, all you have to do is beat the Devil Within minigame once. OR you can beat Story Mode 9 times to unlock Heihachi Mishima, and then you have 2 options:

1. Fight in 200 fights in Story, Arcade or Time Attack Mode 2. Continue beating Story Mode with characters you haven't yet, and when you got 5-6 more characters left, Devil Jin will be magically unlocked.

You can't, Devil Jin first comes out in Tekken 4, in the ending of Jin's story, and then he is first playable in Tekken 5.
