Open your map. If there's a spot open in your brotherhood, then new icons will appear. To me, they look like fancy x's within black diamonds.
Then, it's the same as before. You go to that spot, kill the guards, and press Y to talk to the citizen who was being attacked. They join your guild, no questions asked.
