There are 120 shine sprites in Super Mario Sunshine. Several of them can be bought at the boathouse for ten blue coins. Others can be found by squirting the golden bird. There are eight shine sprites in each level, including collecting the 100 coins.
There are eight in each area, then the secret two (usually in re-doing the secret in-pipe challenges), and the 100 coins one. That makes eleven. Seven areas makes 77 shine sprites total outside Delphino Plaza.
You do not need a certain number of Shine Sprites before you get to Bowser. Instead, you need to beat every Mission 7 (the Shadow Mario mission) in each of the seven worlds to be able to access the area where Bowser hides. So, without getting any Shines from Delphino Plaza, Blue Coins or the Hidden Shines in worlds, the bare minimum number of shines you can get before taking on Bowser is 49.
