Never put sand on the bottom of a pool....if you are curious, do a little web search for Sharon Stone and her experience in wanting sand in her pool to feel like the sands of a place she visited....needless to say, the pool's filter immediately stopped working, all water had to be removed, new pool filter installed, and water refilled.
For above ground pools you usually need at least 2" of double or triple screened sand. It is very important to have at least a 6" cove. The cove is where the wall and floor meet. The angle of sand is to prevent the liner from squeaking out from under the metal wall of the pool. If that where to happen the pool will eventually collapse
You will need approximately 4 1/2 yards of mason sand for under the liner of a 28 ft. round pool...note that the sand is for under the liner only and not to level the pool. Pool site should be brought down to the lowest point of the site and if this is not possible, a bed of stone dust (3-6 inches thick should be used.)
Forget the bags and have about 3 yards delivered.
That all depends on the size of the filter. It should say how many pounds of sand you need on the side of your sand filter.

Answer is noYou can remove a round one and install an oval after, of course, you make necessary adjustments to the ground--making the ground level in an oval instead of a circle. The only things you might be able to re-use from the round pool are the pump/filter, ladder, skimmer and return fittings, and your cleaning equipment. Round pools are built quite differently and are not meant to turned into ovals. Theyndon't have the supports required, whether that be braces or straps. So, basically the answer is 'no'.
I used a sand base for our 20' round above ground pool. It's much easier to deal with after the pool is gone. Greener too.
Always run the pump in filter, for atleast 4 to 5 hrs a day , never run the pump in anything else but filter , only time you change filter setting is when you back wash you filter, also when you ope your pool and shock it for the 1st time run the filter over night then back wash next day

Due to the differences in engineering and the parts involved, there really is no way to convert an oval above ground pool into a round pool.
