I guess, William Golding wrote about the 1st or 2nd world war, but it can be projected on any war. The children are being evacuated from the country (because they are the country's future) but get hit by a bombe or so when it storms.
At the end of the novel, the children "immitate" the adults = war; Jack is a dictator and Ralph a democratic leader.
