Goats, like most animals around humans, are domestic, but so are dogs and cats. There is no reason why you couldn't have a goat as a pet. I don't remember what century it was, but kids us to use goats as cart pullers.

The term for domestic animals are any animals that have been changed or bred differently then what they are normally, or something like that. Like all dogs but the chihuahua came from wolves. So the answer to your question is, yes, they are domestic animals and yes, they can be pets, but they are stubborn and ornery little things, there might be some breed of goat that isn't so bad, but pygmies are little trouble makers.
