Sounds like your Blower motor resistor is bad. The resistor controls all but the highest speed of the fan. Its usually located on or near the blower motor.

As in all Ford eletronic thermostat cabin controls, they either get stuck on one temperature setting or it can't read temperatures at all, therefore it runs at full speed. Needs to be checked out/replaced to run correctly.
