i have the same car, the same year, the same problem. if you drive the tank very low on fuel, the vapors are trying to escape at the same time you are filling up. the problem gets worse the more you do it and the hotter the temperature is out side. use the low setting on the pump when you are at the gas station when you first start to fill up. listen for the gurgle sound. if you hear it stop pumping and stand back so it doesnt spray back out on you.

on the gas tank
I have a 1998 Malibu and it is a nice roomy car, but the gas mileage is terrible!! I only get 16 to 17 mpg. I wouldn't buy another one.
20 in the city, 30 on the highway, if you take your foot off the gas when you see the red light change, instead of stupidly just continuing on the gas, even though you know you have to stop.
I unfortunately too have noticed I only get 15 miles to the gallon around town. I also have a 1998 Malibu LS v6. I took it to a dealer and they cannot find anything wrong. However, I still smell gas when I start it up. Cheryl
