The inside fan blows air through the ac coils to cool the air. It should be on a separate breaker or fuse circuit from the outside unit. See if there is a fuse box on the side of the inside unit and check the breakers in the house main breaker box. Also stand quietly beside the inside unit and listen for the fan motor running. If the motor is heard running then either the fan drive belt has broken, or the ac coils are clogged preventing air from flowing.

There are a few instances that will allow ( I am assuming when your saying inside unit you are referring to the the circulation fan for your building ) the inside unit to run. Check the "mode" on your thermostat. Is selected to auto fan? this will allow the the fan to run continuously regardless if the air conditioning is cooling or not . If the thermostat is switched to the heating mode the furnace will be operating and the air conditioning unit will remain inoperative while the furnace mode is selected. Is the inside unit running and no cool air is being produced while the air conditioning mode is selected ? Contact your HVAC&R technician to trouble shoot the unit.
If the fan outside is not running the compressor will overheat and if the fan inside the house is not running the compressor will get liquid refrigerant back to it and lock up! Neither is good for the compressor.

The outdoor unit only runs in the AC mode(unless it is a heat pump). If you have the system off and the fan on, the outdoor unit should not be on. You can run the indoor fan only without harming the system.

I have to assume that you are referring to the fan on the outside Condenser Unit? The most likely causes are either a burned out fan motor, or a blown Capacitor on the motor startup circuit.
The first thing to check is that the outside unit is running. That the compressor and the Fan is running. If they are running, then have the Freon pressure in the system checked. You may be low on coolant.
It recirculates the air inside. If it brought in humid outside air, you would shortly have a meganormous mold problem.
