By and large, yes - it is the same web and the same protocols.
Web 2.0 is a label for a number of techniques used to make web pages more dynamic, primarily by using Javascript and background requests (AJAX) to update pages partially rather than the Web 1.0 convention of loading a whole new page for every change.
Gmail is an example of web 2.0, clicking to read a mail will update just the part of the page where the mail is displayed.
It's the same Web, just different polish.
