As a general rule, and other than for the odd error coin, there are no rare British decimal coins.

There were many non-circulating coins minted as "Proof FDC" which would have bought by collectors when they were released, but they are not especially rare either.

The British decimal 2 Pence coin was first issued in 1971. Generally, they have not been around long enough to have become rare. The smallest number ever minted in one year was the 1991 coin when only 86.6 million were minted. There were no general circulation 2 Pence coins minted in 1972 to 1974 and 1982 to 1984. The word "NEW" was dropped from the currency in 1982. The 1983 2 pence produced for mint sets only, due to selection of the wrong die, had the word "NEW" on them. These coins would be considered to be rare and very collectible.

For many years up to and including 1792, the British Penny was silver. From 1797 to 1860 inclusive, the Penny was copper. From 1860 until its last minting in 1967, the Penny was bronze. From 1971 to 1992 inclusive, the decimal (New) Penny was bronze. From 1992 to present, the decimal Penny has been made from copper plated steel. The only British decimal coins with any brass in the alloy are the One and Two Pound coins.

Is a Bailiwick of Guernsey coin rare?

They are not rare on Guernsey. The Bailiwick of Guernsey currency (GGY) is pegged at par with the British Pound Sterling (GBP) and the Guernsey decimal coinage is near identical in dimensions, composition and history to the equivalent British coins. Guernsey currency is "legal tender" only in Guernsey, but may be regarded as "acceptable tender" in Britain.
