The laws are different from state to state. In most states, as long as they have a regular license, they should be able to. For the law in your area, you can ask a local officer. They would know, because they would be the ones ticketing for it if it wasn't allowed. Keep in mind, at 17, you still have to follow whatever rules are set for you at home as well.

Ask the local PD. The rules are different for different parts of the world. Currently, in UK for instance, a person over 171/2 with a full licence can drive at any time and carry passengers.
