Yes a Jovian type planet in another star system can have a moon as big as Mars. As of June 2014, it is unknown if one exists.

It is a possibility that a Jovian planet in another star system has a moon as big as Mars. The moons, however, would probably be made up of water and ice instead of rock.

None of Jupiter's moons are even close to being as big as earth, though Ganymede, Callisto, and Io are much bigger than our moon. Ganymede is bigger than Mercury, however.
