OF course they can. but it is definitely harder for them to take off than other birds because of the awkward size of their neck and legs.it's easier for them to just wade in the water. they will fly if necessary.

When they fly, flamingos run a few steps into the wind; the flock will fly in formations that take advantage of the wind currents.
