You do not have to be charged with any offense in Oregon before extradition to Indiana would kick in. You can be pulled over for a routine traffic stop and when the officer runs your name through the system (as is routinely done), if the warrant shows up - you will be arrested and taken into custody while Oregon determines what Indiana wants to do about you.
Come to think of it, that's a bad example because if you're wanted for a DUI violation your drivers license is not going to be any good anyway.... but you get the general idea.

Probably not, Oregon is too cheap, they can't even afford a real football team. Bringing you back would bankrupt the state. Come on now, maybe if you were a state away they could afford the bill, or if they knew they were going to get some prison time out of you they would do it for the federal money that they would get. But I am certain you will be too far away. If you get arrested they may slap a hold on you because of the warrant but I doubt they will extradite.
