No, it isn't possible to find Eevee in Sapphire. You'll have to trade one from FireRed/LeafGreen.

You can not catch eevee in Pokemon sapphire/ruby. u hav to trade or u can hav 2 gba and a link cable + Pokemon sapphire and leaf green u can trade it to yourself.
