But to answer the question, no, unless your a really good player and they see your good stats in high school, they may promote you to an NCAA program and then you'll be able to participate in the draft.
Yes - in theory you could go to the NFL after getting a 4 year degree from a community college. Realistically - most community colleges don't have football programs so you wouldn't be able to play college ball while going to school there. It's nearly impossible to prove your skills enough to get a chance to play in NFL without first playing some college ball.
