There you need to get a fishing rod from a fisherman that is in Dewford, catch a water Pokemon with the Old Rod you now have, and level it up. Then by the time you get a chance to battle a Combusken put in that water Pokemon and sit back, relax, and put out Combuskens fire!

If you didn't start out with a Mudkip then the next available spot is on the road to Rustburo city there is grass behind the flower shop where you can catch wild Marill otherwise if you don't like Marill you can go to Dewford town and to the right of the gym there is a fisherman who will give you the old rod and you can get a Magicarp or Tentacool or if you go back to Olde town and go left you can fish in the small square of water where you get get Goldeen -EvilSpoon
