They are allowed to keep both children because it was not the parents fault, but if they have a second child then they will get a fine unless the children are twins. The rules vary from the city to the country because in the country they can have to children to help look after them and to help with the farming etc.

If there are twins or a family has more than one child, the government makes them send one to the Gov't run orphanages ...

Some are abandoned, other families try to leave the country rather than give up their child...

twins are allowed in China, also if you live in some rural areas of china and you give birth to a girl then you can have another child. i believe that it is because they need as much help as possible on the farms.
