Ask your new cellular provider.
Most will be able to port your number from the old provider.
If it's the same provider, ask them - 99% they'll keep your old number.
I kept mine when switching from prepaid to a postpaid plan with the subsidized iphone3gs (they even gave me a new free SIM that I had to activate pretty soon since the old one had some glitches on 3g in some places).
CAUTION (if you already had a gsm/pcs/dcs/3g cellphone): the iphone4 uses a smaller SIM card than other cellphones or older iphones. Most companies will replace it for free, or you can chop the old one. Make sure to write down the serial numbers on the old SIM, then back up the phonebook and SMS messages before chopping, since chopping CAN go wrong.
TL;DR Call the customer service dept of the provider you'll be using the iphone4 with and ask about phone number and SIM.
