This is not possible unless you had some other types of income and had some income tax withheld that you could get as a refund after your income tax return is completed correctly and you have reported your taxable unemployment compensation on your 1040 income tax return. Actually while the basics of the above, that unless you made estimated payments on tax, or had tax withheld some other way - payroll or money you were to receive from any number of other sources - an actual refund of something you didn't pay is impossible by definition.
