I had this problem tonight. I would get the little red shield "Windows Security Center" popup that would say: "norton security suite is turned off" "norton security suite is turned off" If I clicked on it, it would say: Norton Security Suite says the Norton Firewall is turned off and it would say: Norton Security Suite says the Norton Antivirus is turned off I opened the Norton Security suite (from Comcast), and both the Firewall and Antivirus were enabled and running. I tried all sorts of things. I was convinced that the "Windows Security Center" warning was a virus. I was afraid to try clicking on the button in Windows Security Center that claimed it would fix the problem. It turned out to be a lot less serious than that. Here is what I did that actually fixed the problem: 1) I ran as thorough scan with Norton and MalWareBytes (aka MBAM), and found nothing. If you have any other trusted antivirus program, run them as well. 2) I disconnected the network, and disabled the WIFI modem 3) I manually turned off Both the Norton Firewall and the Norton Antivirus 4) I rebooted, and waited for the "Windows Security Center" popup, and I noted that the Norton Tray icon also indicated a problem. 5) I manually turned Both the Norton Firewall and the Norton Antivirus back on. 6) I noted the "Windows Security Center" red shield immediately went away. 7) I rebooted, and the red shield never came back. I use this laptop for video capture. To prevent a background virus scan from occuring during a capture, I disconnect all network connections, and disable Norton firewall and Antivirus, selecting the "Until next Reboot" option. I do my captures, and reboot the computer when I am done. Apparently, "Norton Security Suite" and "Windows Security Center" can get their signals crossed. By actually disabling then later re-enabling the Norton Firewall and Antivirus, they got back in sync.

Microsoft bundles Windows Defender with most of its operating systems, which is a good security suite.
Norton security suite is much better. However, it slows down system but it is ranked at good position by various independent test cooperatives.
