Basically, the FDA has declared GMO foods to be "substantially equivalent" to non-GMO foods. They recommend that the developers of GMOs consult with them before the GMOs are approved. In the FDA's view, it is the responsibility of the developer to determine the safety of the foods containing the GMOs that the company creates.
