Leo Szilard in 1933. Patented it in 1934. Otto Frisch in 1938 discovered fission in U-235, making Szilard's invention a practical device. It took a letter to FDR (written by Szilard, signed by Einstein) to begin the work that lead to the Manhattan Project (1943 - 1945) that created the first ones.
