Many people see the phrase as an oxymoron. In Police Forces the term is used to describe the gathering of data on criminals, their activities, locations, plans and such to more easily prevent crime and improve the odds of capturing the criminals that commit them.

Police Intelligence units are small, specialized units that spend their time investigating organized crime, such as biker gangs, mafia, large drug rings, etc. They may also deal with intelligence issues surrounding high profile dignitaries who visit their city, or they may participate in the Joint Terrorism Task Forces that the FBI has established around the US. Basically, intelligence units are available to conduct time- and resource-dependent investigations into specialty crime areas. These are areas that regular investigators just don't have the resources to look in to.
