Saul who was later called Paul, was a passionate Pharisee who was present at the stoning of the 1st martyr for Christ, Stephen (Acts 7:57-8:1).
Though not explicitly said, it is strongly implied in this translation and several others that 'yes,' Paul had people killed but does not say he directly killed anyone:
Acts 22:4-5New International Version (NIV)4 I persecuted the followers of this Way to their death, arresting both men and women and throwing them into prison, 5 as the high priest and all the Council can themselves testify. I even obtained letters from them to their associates in Damascus, and went there to bring these people as prisoners to Jerusalem to be punished.
In the book of Acts 8:1 it states that Saul approved of the murder of Stephen, verse 3 states he went invading the homes (of Christ followers) and turned them over to prison. He may have not participated directly but indirectly he was an accomplice to the murders of many Christians.
He was a member of the Pharisees ( a religious group of the Jews) he believed that the teachings of the Pharisee's were right Acts 7: 54-60. He thought he was zealously doing the will of God. He copied the example of the Pharisees but later in the book of Acts 13:9 he became known as Paul, the one used by God to write the most books of The Bible. Why? because he had changed his attitude and realized with God's holy spirit that he was persecuting God's people and after became a disciple of Christ Acts 9:1-22
Yes Paul when he was Saul set out to kill early Jews. This changed on the road to Damascus and saul became paul.
