it isn't required but it is recommend. most states provide ID cards for kids/minors. it is great especially for flying.
Minors do not need identification when traveling with a parent and within the US.
When I flew most recently, (I was 13 or 14) I did not need ID. I had one just in case, but I never needed it. This was about 5 years ago, maybe someone has a more recent answer.
