No, they capture power released by nuclear fusion from nuclear binding energy in the sun in the form of light photons. These photons knock electrons across the PN junction inside the solar cells, where they become captured and generate a voltage across the solar cells. When those electrons are allowed to flow through an external circuit the captured power becomes available in that external circuit.

They generate no power at all, they just transform power from one form (photons) to another (electricity). They even do it very very inefficiently with most of the power being lost as heat.

However even this small transformation is usually better than none, which would be the case without them.

For what it is worth no "power generating system" (e.g. hydro, coal, nuclear, fusion reactor) can generate any power, they all only transform it from one form to another.
