Yes you do have phones on the original sims 1-but not mobile phones.Just home phones.On the sims house party you can call frieds and invite friends and throw a party.So I hope thi helped

EDIT (26/2/2013): There are a few options for home phones within the game, and a few fan-based phones around the net if you're tenacious in finding them. For mobile phones in The Sims 1, there was only one site I found that did that, called Chinafan Sims. They had an english translation of their site, and had a mobile phone store on Page 50 of their Downloads you can put into the game with globals so your sims could use cellphones.

The site is gone, but at archive.org if you put in their URL (http://sims.enorth.com.cn) in the Wayback Machine you can go to a back-up. You can still download the mobile phones and the store on archive.org in their 3 September 2011 save. There are three phone options for the sims: a powder blue one, a red one, and a third one that looks more like a bottle of perfume than a phone. All the global does is the basic functions of the house phone: some services, calling neighbor, calling cab, etc.
