Since the world-changing events of the coming patch 4.0.3 will change the world completely, it is possible that any WoW client upgraded to 4.0.3 or higher can no longer access or run when connected to a private server that is not also 4.0.3.

You will have to provide more information about this problem: 1) Did you download and install the game from Blizzard or just from a 3rd party site? No matter what you install, if your account is not upgraded to WOTLK, you still can't play it. Solution: Go to your battle.net account and upgrade your account. You will need to have it upgraded up to Burning Crusade first (which comes free with WoW these days). 2) Did you get any specific error message? And does this happen during the install or when trying to play/log in? If so, place the error message and when you get it in the Discussion portion of this question so we can see it.
You would have to buy the Burning Crusade download or box set, and install it on your PC (which already has classic WoW installed). It will then prompt you to go to your battle.net account page, and add a game. Here you then fill out the activation key that came with TBC, and your account will be upgraded as well.
