Due to the manufacture and use in past decades of CFC's, the world's ozone layer has thinned dangerously. It is then easy to escape resonsibility for our own action by blaming a 'malevolent' deity for this problem.
In fact, we caused the problem and we are fixing it. Just in time, the use of CFC's was banned around the world. It will take decades, but the ozone layer is recovering. This is a case study of what we can do about problems like climate change if we work together. But if we choose to do nothing, there is no reason to blame God when things go wrong.

If this is the prophecy in question... it's not speaking of the ozone layer. It's talking about the nations' deception and misunderstanding of the Truth of God from the beginning.
This is speaking of Christ's return to the earth, when the nations will see Him as He is. "The next verse reads: "...He will swallow up death in victory..." (Isa.25:8).
