My best bet would be to heat the test tube to help evaporate the left over water. If for some reason it is a solid, that flush it out with water, then do the first step.
The easiest way of drying test tubes would just be by turning it upside down in a test tube holder. Make sure you flush it out with distilled water though to get rid of any residues.
