My epileptic Cavalier King Charles Spaniel was given prednisone by a vet to see if it would help control her seizures. She had a bad seizure 1.5 hrs after it was taken. I gave her some eye ointment with dexamethasone, another steroid, and she started seizure activity about 2 hrs later. Not sure if steroids will CAUSE seizures in dogs that aren't epileptic, but they definitely cause a recurrence of seizures in my dog who is epileptic.

My dog started having focal seizures upon the increase of his prednisone dose from 2.5 mg to 5mg a day. I know this is a small increase and a small overall dose, but after three days of seizures I discontinued the drug and my dog hasn't seized since ( three days now). He also is in such better spirits; his attitude is 180 degrees from when he started on the drug , which he was put on to help with his congestive heart failure symptom, a hacking cough. I appreciate the possibility of it being coincidental, but the timing seemed to make the case for the prednisone being the culprit.

No, not at all. Prednisone is a proven safe pill for your dog to take, in limited quantities. There may be a few exceptions, of course, seeing all of the side affects.
