Yes ophthalmologists are medical doctors who specialize in diseases of the eye. They had to go to four years of medical school and then do a residency in ophthalmology, at which point they can take their board exam.

Optometrists on the other hand are not medical doctors, but they did do specialized training after college and are licensed in their field.
