Not by direct flight, would need to take a connection through a third nation. Also, if you were to go, apply and get a license from the Office of Foreign Assets Control, because transactions by a U.S. citizen in Cuba are illegal.

It is not your residency which defines if you need a visa, it is your nationality (citizenship)

US Citizens do not need a visa when they travel to Spain for business or for personal travel for up to 90 days. A US visitor will need to present a valid US passport (valid three months beyond intended stay), proof of sufficient funds and a return airline ticket.

If you are not a US citizen, then you may need a visa, depending on your nationality.

The question is a bit confusing. You might want to clarify. A travel document is a passport-like document given to a LPR (legal Permanent Resident) when they like to travel outside of the US for more then 6 months. If you are outside of US and wanna travel to US, yes you need a visa.
