Well, he's kinda in love with Sakura; however, she never returned his feelings and now that fire is burning out. (We can see that after his reaction in shippuden episode 206) We still arent certain who he will end up with. It seems the posibilities are Sakura or Hinata.
(of course you can always go with the cheesy answer and say tha he is inlove with the village and all his friends. Thats what makes him perfect for hokage.)
