Many Irish politicians travel at that time of year to other countries, making good contacts and opportunities for business. The head of the Irish government always gets to meet the President of the USA, a privilege that few politicians ever get to have, let alone having it once every year. So all in all, St. Patrick's Day does benefit Ireland.
