Both The Sims 1 and The Sims 2 allow you to have babies. The Sims Complete Collection just means that you have The Sims 1 and all the Sims 1 expansions. The only difference insofar as babies between the two is that in Sims 1 they can't grow up.

Type in cheat move_objects on and delete your sim. Then click on your sims icon, as if you wanted to control them. They should have full moods.
