While there are many difference between men and women where some people misapplying psycho evo overrate biological determinism, we can say this is at least some fine and accurate difference and they are not the same. Hair might grow a bit longer and stronger, though never really darker and denser in number if she's shaving for a really long time, but even then it's quite hard to isolate how much shaving has contributed in itself and not other causes occurring while she was shaving. But nowhere near a man arm hair, unless her arm was already close to his in matter of hairiness :D, so it depends on the man, in short find a man with a similar hair as her. Hair in itself is "dead" keratin with no nerves termination which only resides on its follicle, shaving doesn't do much other than compelling it to continuously grow back instead of resting at a length.
