1.An MLA may be of a ruling party or of opposition where as MLA who is also a minister always belongs to a ruling party.
2.An MLA can not be the member of the cabinet whereas an MLA with ministry is also a member of the cabinet.
3.An MLA is not heading a government department where as MLA with ministry mostly heads a government department.
4. There is a lot of difference of salary and perks bo both the MLA and MLA with ministry.
