Central Sequential Electronic Fuel Injection (CSEFI) Aprox. 55 -61 psi with key on, not running and again the 3 -10 psi drop running at idle.

I had the same issue about two weeks ago. Turns out the fuel return was the problem.
IT IS LOCATED ON THE FUEL PUMP ASSEMBLY. It is the smaller electrical connector on top of the fuel tank

The standard fuel pressure for a 1998 Chevy 3500 with a 454 engine is 50 PSI. If fuel pressure drops much below this level, the fuel injectors will not work properly.
