Getting the free paid apps can only be done by jailbreaking, but it is very illegal.
You dont have to jailbreak your phone or itouch to get free paid apps, you can test apps for developers to get their newest apps for free. You need to review the app or send them some feedback. You get money to download the app and extra to send in a review.
There is a few sites that pay you to download apps and review them. You become an "app tester". The problem with these sites is that they have too few apps, the best one I have found is
