Okay beat the elite four at least once, get the national dex and make sure you deliver the ruby and sapphire to celio in the one island Pokemon center, if you did all this theres one more thing, on four island theres a house to the right of the pokemart go in and talk to the guy inside he will give you a sticker for your victory in the elite four. Now go to cerulean city and notice theres a cave in the northwest but you need surf to get there use surf and enter cerulean cave. Caution! Danger lurks in this cave because level 50's and 60's Pokemon will attack you! If you manage to make it to the end of the cave you will find mewtwo. CAUTION! Save your game for one and second its level 70! Do your best to catch it.
