A university can be a scam if they are not accredited by any government or professional organization who evaluates their curriculum and the status of the teaching staff. You must investigate the schools credentials and the organization credentialing them. Some credentialing organizations are nothing more that a group supported by bogus schools. The bottom line, is that you pay a lot of money and whatever certificate or degree you earn is not accepted for licensing, a professional certification, or another institution of higher education' basically it's worthless.
If you're not sure that a school's qualifications are legitimate, a simple thing you can do, before you even start that investigation is contact the admissions department of a school where you hope to study when you've completed the certification or degree at the questionable school or the human resources department where you hope the certification or degree will qualify you for employment and ask them if that certification or degree will qualify you for the employment that you hope to obtain or the school you wish to subsequently attend. Don't sign anything or put any money down until you have done at least this much.
Another way that a university, usually on line universities, can be a scam is when the only qualification you are required to pass is a credit check. There is no academic qualifiction requirements. They will sign you up with many promises of support when you have difficulty, but so many have found that is not ture. If you try to follow up for support too often, you get no response or when you do, they put the blame for your problems on you. Many people are in courses too far over their heads to ever pass and eventually give up, but their contract still has to be paid.
