I'm almost certain that they cannot.
Maybe there is a mod out there where they can, but I wouldn't count on it- the time to find it could be used for something more fun.

No it doesn't I've tried it and the bounty actually spreads to other holds, on top of this the Jarl's bodyguards, housecarls and even the generals in the castles will attack you.
